Tk 2.65 trillion ADP set for FY25

The government has set the Annual Development Programme (ADP) outlay at Taka 2.65 trillion for the next fiscal year (FY25) putting highest allocation in the transport and communication sector.

"For the upcoming FY 2024-25, the budget size has been estimated to be Taka 7.97 trillion, which is 14.2 percent of the GDP. A total of Taka 5.32 trillion is proposed to be allocated for other expenditures including operating expenditure and Taka 2.65 trillion is proposed to be allocated for the Annual Development Program," said Finance Minister AH Mahmood Ali while placing the budget for FY25 at the Parliament on Thursday.

Earlier on May 16, the National Economic Council (NEC) approved a Taka 2.65 trillion ADP for the next fiscal year (FY25), putting the highest allocation of Taka 706.88 billion (26.67%) in the transport and communication sector.

The approval came from the meeting of the National Economic Council (NEC) with its Chairperson and Prime Minister Sheikh Hasina in the chair at the NEC Conference Room in the city's Sher-e-Bangla Nagar area.

Of the total ADP outlay of Taka 2.65 trillion, Taka 1.65 trillion will come from the local sources and Taka 1 trillion from foreign sources.

The original ADP size for the outgoing fiscal year (FY24) was Taka 2.63 trillion.

Apart from the original ADP outlay of Taka 2.65 trillion, the NEC meeting also approved an allocation of Taka 132.89 billion for the autonomous bodies and corporations as their ADP for the next fiscal year (FY25).

Out of the amount, Taka 116.99 billion will come from local sources, while Taka 15.90 billion will come from foreign sources.

Considering the allocation against the autonomous bodies and corporations, the overall ADP size reached Taka 2.78 trillion for the next fiscal year.

The fresh ADP features 1,321 projects, including 1,133 investment projects, 21 feasibility projects, 87 technical assistance projects, and some 80 projects, to be implemented by the autonomous bodies and corporations.
The new ADP includes some 1,225 fresh projects, 80 of those are PPP projects and 300 projects to be implemented from the climate change trust fund.

Considering some 22 more projects that are nearing completion, a record number of 356 projects would be completed by June 30 of this fiscal year.

The highest allocated 10 sectors in the ADP for next fiscal year (FY25) are: Transport and Communication Sector with an allocation of Taka 706.88 billion (26.67%), Power and Energy sector with Taka 407.52 billion (15.38%), Education Sector with Taka 315.29 billion (11.36%), Housing and Community Facilities Sector with Taka 248.68.billion (9.38%), Health Sector with Taka 206.83 billion (7.80%), Local Government and Rural Development Sector with Taka 179.86 billion (6.79%), Agriculture Sector with Taka 132.2 billion (4.99%), Environment, Climate Change and Water Resources Sector with Taka 110.89 billion (4.18%), Industry and Economic Services Sector with Taka 64.92 billion (2.45%), and Science and ICT Sector with Taka 47.87 billion (1.25%).

These 10 sectors witnessed an allocation of Taka 2.42 trillion, which is 90.25 percent of the overall allocation.

On the other hand, the highest allocated 10 Ministries and Divisions are: Local Government Division with Taka 388.08 billion (15%), Road Transport and Highways Division with Taka 320.42 billion (12.39%), Power Division with Taka 291.77 billion (11.28%), Primary and Mass Education with Taka 161.36 billion, (6.24%), Health Services Division with Taka 137.41 billion (5.31%), Ministry of Railways with Taka 137.26 billion (5.31 %), Ministry of Science and Technology with Taka 128.87 billion (4.98%), Secondary and Higher Education Division with Taka 113.88 billion (4.40%), Ministry of Shipping with Taka 103.73 billion (4.01%) and Ministry of Water Resources with Taka 86.87 billion (3.36%).

These 10 highest allocated ministries and divisions witnessed an overall allocation of Taka 1.87 trillion or 71.88 percent of the overall ADP allocation against ministries and divisions.
